Stearns County Announces New Virtual License Center
The Virtual License Center is designed to allow citizens to submit and pay for several License Center forms online.
Marriage certificates and non-certified death certificates do not require a signature, therefore, can be applied and paid for completely online.
Certified and non-certified birth certificates and certified death certificates may also be completed and paid for online. However these forms require a signature. Applicants may mail, fax or upload a notarized application for these certificates without coming in to the License Center.
The marriage license application requires that applicants appear in person at the license center to sign the completed form. The advantage of applying online is that it enables the applicant to complete and pay for their marriage license before visiting the license center. Applicants who choose to complete the form online will receive a “Fast Pass” email giving them top priority in the License Center, making their visit quick and efficient.
Credit cards are accepted for these online services.

About the License Center Service Centers
Stearns County operates two service centers where you can obtain various licenses, apply for a passport, register or transfer motor vehicle ownership, and obtain birth, death, or marriage records. Some services are only offered at one location. View the service to identify which office provides the service.
In most cases you will be required to show proof of identity.
Primary identity documents considered acceptable as proof of identity include:
- driver’s license
- Minnesota ID card
- certified copy of birth certificate
- original Naturalization Certificate
- Alien ID card
Secondary documents include:
- Social Security card
- certified copy of marriage record
Please call if you have questions regarding acceptable proof of identity. If the applicant’s current name differs from that shown on the primary document presented, a certified copy of the name change (court order or marriage certificate, for example) must be presented.
