The Stearns County Board of Commissioners finds that it is necessary and in the public interest to provide future parks, trails and other public spaces for the citizens of Stearns County.  The necessity for additional public spaces is caused, in part, by increased development occurring within Stearns County.  The Stearns County Board further finds that the financial burden of creating additional public space and recreational opportunities should not be placed entirely upon the general property tax levy.  Rather, new development should contribute financially to and assist in off-setting the cost associated with creating of additional public spaces.
